The membership of the\u00a0<span class=\"caps\">IARU<\/span> consists of more than 160 member-societies including MARTS in as many countries and separate territories.<\/p>\n<p>The\u00a0<span class=\"caps\">IARU<\/span>\u00a0was founded at a\u00a0meeting in Paris in 1925 as the international representative of the Amateur Radio movement. At the time the \u201cshort waves\u201d were just beginning to be understood and to be exploited for global communication using power levels and antennas that were within reach of private individuals operating from their own homes. These radio amateurs needed an organisation to coordinate their activities and to be their voice at international conferences.<\/p>\n<p><strong>How is\u00a0<span class=\"caps\">IARU<\/span>\u00a0organised?<\/strong><\/p>\n<p>The\u00a0<span class=\"caps\">IARU<\/span>\u00a0Constitution has been revised several times. The current\u00a0<a href=\"https:\/\/www.iaru-r3.org\/reference\/iaru-constitution\/\">Constitution<\/a>\u00a0was adopted in 1984 and amended slightly in 1989. It recognises three regional organisations representing the three radio regions that are defined by the\u00a0<span class=\"caps\">ITU<\/span>\u00a0for frequency allocation purposes. Each regional organisation is autonomous and operates in accordance with its own Constitution.<\/p>\n<p>The policy and management of the\u00a0<span class=\"caps\">IARU<\/span>\u00a0are carried out by its Administrative Council, made up of the three\u00a0<span class=\"caps\">IARU<\/span>\u00a0officers (President, Vice President and Secretary) and two representatives from each of the three regional organisations. The Administrative Council normally meets annually, usually in conjunction with a\u00a0regional conference.<\/p>\n<p>The International Secretariat of the\u00a0<span class=\"caps\">IARU<\/span>\u00a0is the\u00a0<span class=\"caps\">ARRL<\/span>, the national association for amateur radio in the United States.<\/p>\n<p>The three\u00a0<span class=\"caps\">IARU<\/span>\u00a0Regions are organised to broadly mirror the structure of the International Telecommunications Union (<span class=\"caps\">ITU<\/span>) and its related regional telecommunications organisations. The Regions comprise:<\/p>\n<ul>\n<li><span class=\"caps\">IARU<\/span>\u00a0Region 1: Europe, Africa, the Middle East and Northern\u00a0Asia<\/li>\n<li><span class=\"caps\">IARU<\/span>\u00a0Region 2: The Americas<\/li>\n<li><span class=\"caps\">IARU<\/span>\u00a0Region 3: Asia-Pacific<\/li>\n<\/ul>\n<p class=\"has-normal-font-size\"><strong>What does\u00a0<span class=\"caps\">IARU<\/span>\u00a0do for radio amateurs?<\/strong><\/p>\n<p>The\u00a0<span class=\"caps\">IARU<\/span>\u00a0represents the interests of the Amateur Radio Service worldwide to relevant international organisations, promoting the interests of amateur radio and seeking to protect and enhance its spectrum privileges.<\/p>\n<p>Over the years, the\u00a0<span class=\"caps\">IARU<\/span>\u00a0has worked hard to give all radio amateurs new bands at 136 kHz, 472 kHz, 5\u00a0MHz, 10 MHz, 18 MHz, 24 MHz, and 50 MHz and a\u00a0regional European allocation at 70 MHz. In addition to that, the\u00a0<span class=\"caps\">IARU<\/span>\u00a0has obtained:<\/p>\n<ul>\n<li>Extension of the 7\u00a0MHz amateur band in Regions 1\u00a0and 3.<\/li>\n<li>Extensive improvements in international roaming for radio amateurs.<\/li>\n<li>Significant progress towards international certificate harmonisation at \u201cfull\u201d level and now at entry\u00a0level.<\/li>\n<li>Extensive representation in the Working Parties of\u00a0<span class=\"caps\">ITU<\/span>\u00a0and at\u00a0World Radiocommunication Conferences.<\/li>\n<li>Sensible emission standards from\u00a0<span class=\"caps\">PLT<\/span>\u00a0systems, involving much work in the international standards forums.<\/li>\n<li>Support for the development of amateur radio in developing countries.<\/li>\n<\/ul>\n<p><strong>How does the\u00a0<span class=\"caps\">IARU<\/span>\u00a0interact with the\u00a0<span class=\"caps\">ITU<\/span>\u00a0and other international bodies?<\/strong><\/p>\n<p><span class=\"caps\">IARU<\/span>\u00a0seeks to work collaboratively with organisations which influence spectrum allocations and with others where the objectives of amateur radio\u00a0align.<\/p>\n<p>The\u00a0<span class=\"caps\">IARU<\/span>\u00a0is recognised by the\u00a0<strong>United Nations<\/strong>\u00a0as a\u00a0Non-Governmental Organisation (<span class=\"caps\">NGO<\/span>) by virtue of its consultative status with other United Nations bodies, i.e.\u00a0<a href=\"https:\/\/www.itu.int\/en\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">International Telecommunication Union (<span class=\"caps\">ITU<\/span>)<\/a>. The\u00a0<span class=\"caps\">ITU<\/span>\u00a0recognises the\u00a0<span class=\"caps\">IARU<\/span>\u00a0as an international organisation (<span class=\"caps\">CV<\/span>\/Art.19, No.\u00a0231).<\/p>\n<p><span class=\"caps\">IARU<\/span>\u00a0has worked with the\u00a0<span class=\"caps\">ITU<\/span>\u00a0for nearly a\u00a0century and is a\u00a0Sector Member of the Radiocommunication Sector (<span class=\"caps\">ITU<\/span>\u2011R), playing a\u00a0full part in the work of\u00a0<span class=\"caps\">ITU<\/span>\u2011R as it affects amateur radio spectrum, and also of the Development Sector (<span class=\"caps\">ITU<\/span>\u2011D), relating to developing countries and emergency communication.<\/p>\n<p>In 1947 the\u00a0<span class=\"caps\">IARU<\/span>\u00a0was one of the first international organisations to enter into a formal agreement with the United Nations Organisation for support and cooperation. Today the\u00a0<span class=\"caps\">IARU<\/span>\u00a0is in consultative status with\u00a0<a href=\"https:\/\/www.un.org\/ecosoc\/en\/home\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"caps\">ECOSOC<\/span><\/a>.<\/p>\n<p>Since then,\u00a0<span class=\"caps\">IARU<\/span>\u00a0has developed close working relationships with the Regional Telecommunications Organisations (in most cases through a\u00a0formal\u00a0MoU):<\/p>\n<ul>\n<li><a href=\"http:\/\/atu-uat.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">African Telecommunications Union (<span class=\"caps\">ATU<\/span>)<\/a><\/li>\n<li>Arab Spectrum Management Group (<span class=\"caps\">ASMG<\/span>)<\/li>\n<li><a href=\"https:\/\/www.apt.int\/\" target=\"_blank\" rel=\"noopener noreferrer\">Asia-Pacific Telecommunity (<span class=\"caps\">APT<\/span>)<\/a><\/li>\n<li><a href=\"https:\/\/www.ctu.int\/\" target=\"_blank\" rel=\"noopener noreferrer\">Caribbean Telecommunications Union (<span class=\"caps\">CTU<\/span>)<\/a><\/li>\n<li><a href=\"https:\/\/www.cept.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Conference of European Postal and Telecommunications Administrations (<span class=\"caps\">CEPT<\/span>)<\/a><\/li>\n<li><a href=\"https:\/\/www.citel.oas.org\/en\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">Inter-American Telecommunication Commission (<span class=\"caps\">CITEL<\/span>)<\/a><\/li>\n<li><a href=\"http:\/\/en.rcc.org.ru\/\" target=\"_blank\" rel=\"noopener noreferrer\">Regional Commonwealth in the field of Communications (<span class=\"caps\">RCC<\/span>)<\/a><\/li>\n<\/ul>\n<p>In\u00a0<span class=\"caps\">EMC<\/span>,\u00a0<span class=\"caps\">IARU<\/span>\u00a0is a\u00a0Liaison partner of\u00a0<a href=\"https:\/\/www.iec.ch\/emc\/iec_emc\/iec_emc_players_cispr.htm\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"caps\">CISPR<\/span><\/a>,<strong>\u00a0<\/strong>the International Special Committee on Radio Interference, which defines global\u00a0<span class=\"caps\">EMC<\/span>\u00a0standards affecting radio communications, and also a\u00a0full member of\u00a0<a href=\"https:\/\/www.etsi.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"caps\">ETS<\/span><\/a><strong><a href=\"https:\/\/www.etsi.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">I<\/a>,\u00a0<\/strong>the European Telecommunications Standardisation Institute.\u00a0<span class=\"caps\">IARU<\/span>\u00a0contributes to, and is actively involved in, meetings of both organisations.<\/p>\n<p>Other international organisations with which\u00a0<span class=\"caps\">IARU<\/span>\u00a0is associated include the\u00a0<a href=\"https:\/\/media.ifrc.org\/ifrc\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span class=\"caps\">IFRC<\/span><\/a>\u00a0(International Federation of Red Cross and Red Crescent Societies)\u00a0with whom we have a\u00a0formal\u00a0MoU.<\/p>\n<p><strong>How is the\u00a0<span class=\"caps\">IARU<\/span>\u00a0organisation structured and how are its officers appointed?<\/strong><\/p>\n<p>Worldwide the Administrative Council (<span class=\"caps\">AC<\/span>) leads the\u00a0<span class=\"caps\">IARU<\/span>. Representatives of each Region propose candidates for President and Vice-President of the\u00a0<span class=\"caps\">IARU<\/span>, whose term of office is five\u00a0years.<\/p>\n<p><strong>Who are the\u00a0<span class=\"caps\">IARU<\/span>\u00a0Officers?<\/strong><\/p>\n<p>The\u00a0<span class=\"caps\">IARU<\/span>\u00a0President is Tim Ellam,\u00a0<span class=\"caps\">VE6SH<\/span>. Tim was first elected to the post in 2009 after serving a\u00a0term as Vice President beginning in\u00a02004.<\/p>\n<p>Ole Garpestad,\u00a0<span class=\"caps\">LA2RR<\/span>, is Vice President. Ole was also elected in 2009 and is serving his third five-year term, as is\u00a0Tim.<\/p>\n<p>The\u00a0<span class=\"caps\">IARU<\/span>\u00a0Secretary is appointed by the International Secretariat,\u00a0<span class=\"caps\">ARRL<\/span>.
