THE 17TH IARU REGION 3 CONFERENCE AT SEOUL KOREA (2018)

The  17th Regional Triennial Conference of the International Amateur Radio Union (IARU), Region 3, was held at the PJ Hotel in Seoul Korea from 10 to 14 September 2018. 

MARTS was represented by the three main committee (9M2IR - President, 9M2PRO - Secretary & 9M2CQC - Asst. Secretary) while 9M2CCO attended as an observer. 

Congratulations to the six elected directors which are :

a) Mohd Aris Bin Bernawi 9M2IR

b) Jakkree Hantongkom HS1FVL

c) Ken Yamamoto JA1CJP

d) Peter Young VK3MV

e) Wisnu Widjaja YB0AZ

f) Don Wallace ZL2TLL

The directors then elected Wisnu Widjaja YB0AZ as their chairman. While Shizuo Endo JE1MUI was appointed as Secretary.

In order to do the alignment and enhancement towards Region 3 Bandplan, 9M2CQC (Sion Chow) has been elected as Bandplan Coordinator for Region 3.

MARTS appreciates and expressing gratitude to the outgoing directors for all the supports and efforts throughout the years in making amateur radio relevant.

IARU Region III celebrates 50 years with a special call sign!

50 years ago, on the 12th April 1968 a Regional arm of the International Amateur Radio Union, IARU Region 3, was established in Sydney.

The IARU itself came into existence on the 14th April, 1925, at the Faculty of Science, Paris University, where a congress made up of representatives from a number of world-wide amateur radio organisations met to form a united voice for wireless experimenters.  This was, a truly far sighted move by those involved!

The need for such an organisation was just as great then as it is now.  Then, wireless communications was on the cusp of rapid change, largely brought about by the opening up of the short wave bands and the introduction of broadcasting.  Today we have to contend with even more intense demands, particularly on our spectrum allocations – the very necessary ‘parklands amongst the industrial world’ in which we need to survive!

Region 3 comes into existence.

In April 1968, representatives from Japan, the Philippines, New Zealand and Australia met in Sydney to establish a Region 3 organisation.  Other countries, Ceylon, India, South Korea, Thailand, and Hong Kong indicated their support for the meeting but were unable to attend.

 

At this meeting, it was decided to proceed with a Region 3 Association and establish an interim Directorate of five, representing the countries present.  They were appointed to legally act for the Association until the Plenary (all inclusive) meeting which was scheduled for Tokyo in 1971.

Region 3 Today.

Like most amateur radio involvements, the voluminous hard work is carried out by volunteers.  Indeed our hobby would not exist if it was not for dedicated volunteers throughout the amateur ranks who give so freely of their time and expertise for the benefit of all.  Regional activities are no exception and can be even more stressful due to the distances involved, language differences, let alone the often diametrically opposed points of view of some country’s authorities.

 

From the humble beginnings at the Inaugural meeting in 1968, IARU Region 3 now has 39-member countries and to help celebrate the formation 50 years ago, the WIA has been able to secure a special call sign VI50IARU3which will be valid for four months only from 0001UTC 12th April until 2359UTC 31st August 2018.  Should you wish to make use of the callsign please email This email address is being protected from spambots. We now stand on the cusp of a new year. Much has been done by our society for the advancement of the amateur radio in Malaysia.

Our submission to SKMM via the MARPC working group has been accepted and we will see changes being made to the regulations regulating our hobby in the short future. Thanks also to the efforts of past council members and current council members which has enabled the 9W members access to more bandwidth, the opening of the 60m (5 mhz) band amongst others. Internationally the horizons for communication with the world has been opened for the radio stations.

Internally, we have managed to link Kota Kinabalu, Sabah, Kuching, Sarawak and soon we will approach the first anniversary of such linking.

Additionally four Yaesu Fusion Digital repeaters have been installed running dual mode at 9M2RKL (Bukit Lanjan), 9M2RUK (Gunung Ulu Kali), 9M4RHE & 9M4RMU (Hotel Equatorial, Melaka). Our 9M2RKL & 9M4RMU is linked to Yaesu Wires-X Internet Repeater Linking Network.

We were invited to participate in the Japan Amateur Radio Fair 2017 in Tokyo, Japan.

The future needs to be addressed and we had an outreach program with the Scouts in which participation in their events opened their eyes and minds of the possibility of communication locally and internationally through the usage of amateur radio.

We eagerly look forward to the new year. Planning together for the betterment and advancement of the amateur radio operators.

We will come up with a master plan which will be in line with our motto, TO SERVE TO LEAD.

This I cannot do alone, I will need your undivided support to make it happen.

MARTS will:

1. Continue to provide input to IARU R3 conference 2018 from the regulatory, band plan and spectrum protection.

2. MARTS will plan to install DMR repeaters as there is a demand for it from the members.

3. Upgrade our software so that our membership management system will be improved.

These plans can only be achieved by working together as one.
